Paul E. Garland, M.D., Ophthalmologist,
graduated from Tulane University School
of Medicine in New Orleans in 1981.
After his internship at Tulane in 1982,
he served as Second Lt. in the National
Health Service Corps for two years. He
then did his Ophthalmology residency
from 1984-1987 at the University
of Utah in Salt Lake City. He then
completed a fellowship in Oculoplastic
and Reconstructive surgery at University
of Texas Hermann Eye Center in 1987-
88. He is board-certified and specializes
in LenSx Custom Laser and No-shot,
No-Stitch, microincision cataract surgery,
as well as Oculoplastic surgery, both
cosmetic and reconstructive surgery.
He is the only fellowship trained eye
plastic surgeon in Bay County. He is a
member of the American Academy of
Ophthalmology, American Society for
Cataract & Refractive Surgery, Florida
Medical Association and the Bay County
Medical Society, to name a few. After
practicing 14 years in Tallahassee and
Colorado, he joined The Eye Center
practice in 2002.

Dr. Reed Harned is a longtime
Destin resident who takes pride in the
comprehensive, individualized care he
provides. Dr. Harned specializes in disease
prevention, disease management, wellness
care and annual wellness exams. His approach

Dr. Huang graduated from The University
of Chicago, Chicago, IL, where she received
her undergraduate degree in Biology and
attended a Howard Hughes Research
Fellowship. She then received her Doctorate
of Medicine from Rush Medical College,
Chicago, IL. Dr. Huang completed residency
at the New York Eye and Ear Infirmary of Mt.
Sinai, New York, NY. She then went on to
do a sub-specialty fellowship at Doheny Eye
Institute, University of Southern California,
and Children’s Hospital of Los Angeles.
Before joining Eye Center South in 2015,
Dr. Huang served as an Assistant Professor
in New York, NY at the ICAHN School of
Medicine at Mount Sinai, New York Medical
College, and the New York Eye and Ear
Infirmary of Mt. Sinai. While at the New
York Eye and Ear Infirmary of Mt. Sinai,
Dr. Huang was involved in teaching medical
students, training residents, translational
research and supervising the Pediatric
Glaucoma service.
Dr. Huang’s professional memberships
include the Cornea Society, American Society
of Cataract and Refractive Surgery, American
Academy of Pediatrics, the American
Association for Pediatric Ophthalmology
and Strabismus and the American Academy
of Ophthalmology. Her primary clinical
interests include anterior segment, corneal
diseases, cataract surgery in children and
adults, amblyopia treatment, and eye
movement disorders.
Dr. Huang and her husband reside in
Dothan.
